Short answer: No

Long answer: The only way would be if they only had 1 or 2 bowl-eligible teams and those were all in the playoff, so that there were literally no options for the Rose Bowl to take. That could in theory happen if every team in the PAC 12 besides Oregon won between 3-5 conference games and then did terribly OOC. It would take a massive miracle for it to work out perfectly like that
