NFL pass interference rules assume the WR will always catch the ball. That’s the

reason PI is a spot foul and not a yardage foul, and that often causes some injustice. But I’d agree that your point is the corollary: at the pro level, you assume the receiver will always catch the ball and if he doesn’t, QB shouldn’t be penalized.
