USF on Multiple occasions sent their O subs in late, less than 20 secs on the..

play clock. By rule, the D has to be given time to send in subs whenever the O makes substitutions. That is regardless of how much time is on the play clock.

BYU substituted each time USF sent in late substitutions, putting USF in a no win situation, take the penalty or burn a timeout.
