You left out Davis Mills (#29) and Mac Jones leading the pack at #25. Trey Lance* doesn't have enough snaps but would be just above Mac Jones
So if we add those two in, we're left with the quarterbacks ranked 25, 26, 30, 31, 32, and 33.
But in 2020, the rookie QBs were 11 (Herbert), 24 (Burrow), 26 (Tua)
In 2019, rookie QBs were 16 (Minshew), 17 (Lock*), 20 (Daniel Jones), 21 (Kyler), 34 (Haskins*)
In 2018, rookies QBs were 19 (Mayfield), 29 (Lamar Jackson*), 32 (Darnold), 33 (Josh Allen), 34 (Josh Rosen)
So that's not super impressive (with the exception of Herbert), but still a lot better than what we're seeing this season.
For what it's worth, Darnold's rookie year (playing for a Jets team that's somehow even worse than the current) he had a 77.6 rating. That would put him ahead of all three of the QBs you mentioned (Lawrence, Fields, Z Wilson)
