I worked for Frito Lay for 3.5 years, and they produce their chips in regional factories and manage their own distribution supply chain. If a store isn't stocked, then either that store is selling a lot of chips, or the plant/logistics team is doing a poor job of demand planning and getting product out the door and onto the shelves.
