He's an independent trucker and said about 1 out of 10 truckers in America are as well. The issue is California's AB-5 goes after the "gig economy" and makes it impossible to be an independent trucker in that state. Because of this, most independent truckers just refuse to go into California now. In an industry that's already short, you also see 10% of the truckers not servicing the vital ports as well.
The only way an independent trucker can work in California is if they dead head a trailer into California. But when they leave they have to leave the state empty. There is no money in that. So most independent truckers won't service the docks anymore.
