This doesn't really solve the problem, though. Container ships need specific
Equipment in order to unload cargo safely. Naval bases lack both the equipment and the pier/dock space for these large container ships to dock at. Also, with the lack of chassis it is not possible to move the freight from the pier to the warehouses. I don't think our national guard has the chassis needed to take 40ft or 20ft containers from the pier to the warehouses awaiting customs clearance (if not precleared) or pickup by the freight forwarders.

The lack of available equipment also hurts the ability of using inland ports. You still have the basic bottleneck of getting the ships to a pier with the necessary equipment needed to offload, and then load, the containers. Moving the ports to a 24/7 schedule helps, but is not enough. The warehouses the containers need to go to are not operating 24/7, so this will just further increase the load of containers at the ports, which means ships can't unload. We hit a perfect storm with COVID and the resurgence of demand that caused. Unfortunately, there is no short-term easy fix to this.
