Kershaw is likely damaged goods at this point and he's a free agent who doesn't like being away from his kids now that they're in school. Scherzer is also a free agent. May won't be ready for spring training but should be back by mid-season, so Julio will be one of our top 3 starters again next year and will stay in the rotation.

Because of injuries and the 2020 shortened season, it's literally taken the Dodgers 7 seasons to build him up to a starter who can make 30 starts. They won't go backwards on that process at this point. He's finally built up and his shoulder is healthy.
