Been using LinkedIn to poach employees. Your HR sucks if they aren't as well
All someone needs to know is if they apply for the job they'll have a chance. My candidate pool is a lot stronger too. A little flattery on LinkedIn goes a long way into getting applications from people you specifically targeted.

I guarantee a large majority of HR departments are too lazy to actively search for candidates. And instead just throw a posting on the wall and wait to see what comes in.
