I hated when RGIII declared Puka's toe was out because of the heel motion

I clearly do not understand that rule because it seems that all you use to need was to get the toe to touch in-bounds while maintaining the possession (nothing about afterwards letting your heel touch out of bounds as you fall out of bounds.
