the refs do not cause a team to lose. However, there are some officials especially in High School that decide the tempo and how the game will be played. I have literally been told by refs they won't call 3 seconds because then it sets a precedent the rest of the game. I could go on about fouls being called. They can literally determine a game and how it's played but it depends on the officials.
