It’s not cougar club level, it’s the seats that are purchased.
You have to purchase seats at the center section on the east side. Granted, in order to be eligible to purchase those seats, you would probably need to be at least at a legacy 2 level. That being said, someone could be legacy 4 and not be eligible for the tent if they did not purchase those seats.
