persecution of any kind is intolerable, especially when so radical and extreme in its tone and nature that it could potentially result in violence and other aggressive acts. Neither of those men lifted a finger in violence towards Latter-day Saints, and didn't perpetrate any violence themselves, but neither did they lift a finger to stop what was happening and through their cowardice and lack of willingness to stop it they allowed it to happen.
