...he had a nice freshman season surrounded by a lot of highly recruited players (coaching issues noted). He had one amazing game (his first) and then kind of settled in. His 2 best games from a PER perspective was his first 2 games vs WSU and in relief of Slovis vs AZ (Slovis was better in that game). As the season progressed and teams had film on him and could better prepare for him you saw him settle into more pedestrian PER ratings his last 4 games (avg was in the 1-teens). His overall PER isn't amazing but it's nice for a freshman QB.
No doubt he'll improve but right now he isn't as good as Hall is and after a full season as starter and another off-season of work most people expect to see Hall make a jump of some kind of like Zach did between his sophomore and junior years. If Dart transferred to BYU he'd be behind Hall for sure in his learning curve
