1) Utah has some exceptional baseball programs for youth; 2) BYU doesn't have the combination of resources and

atmosphere needed to attract top, non-LDS talent to play in a chilly environment; and so 3) this leads BYU's pool of willing candidates to be a bit lower than its peers in warmer locales, while simultaneously lending to BYU's willingness to accept local standouts rather than expend extra energy out of state.

Weather is a big part of it.  Just my 2c.
