If the refs really wanted to send a message. Toss both

San Diego would have had a complaint but the physical play would have stopped. I think it was hilarious that the refs told the coaches to make their players tone it down. That is the refs job. If you see a foul call it, if there is dead ball stuff. Call a tech.
