But it's not equal between schools.
Sure, they can all offer the same number of total scholarships, but 1/4 of a scholarship at one school is not equal to 1/4 scholarship somewhere else when families are on the hook for the other 3/4. In addition, you have places like Vanderbilt that offers programs to cover the gap between the cost of attendance and the family contribution. Vandy offers this to ALL students, so it's an exploitable loophole that Vanderbilt has taken advantage of to create a baseball powerhouse. In addition, you have scholarship programs like HOPE in Georgia, TOPS in Louisiana, Bright Futures in Florida that baseball teams can exploit as well.

All that to say, OP gets it right. Baseball gets hosed and it's a gigantic mess.
