I agree with your premise, his offers aren't for performance. I wouldn't say
it's odd because we 100% know why he has his offers. Coaches are counting on him having the same training and ability as the #2 draft pick.
Being a starting college qb will undoubtedly require great ability and so much more that he hasn't shown yet even at the high school level. Chances are probably greater that he'll never start a full season in college.
