NET is still a computer ranking which distinguishes between individual Q2 games,
distinguishes between individual Q1 games, etc. Breaking things down into Q1 and Q2 are helpful talking/evaluation points for the committee. But the NET is just based off of a computer formula which handles/considers more detail than just a variable with 4 possible values (Q1, Q2, Q3, or Q4).

If Team A beats the #1 team on the road and team B beats the #25 team at home, those are both Q1 wins but are still not the same in the formula of the computer. Team A gets more boost from its win according to the formula.

Even if two teams had identical records for each of Q1, Q2, Q3, and Q4, they would still not have the exact same score for the NET formula because each individual win or loss is going to have a unique value.
