people who were trying to bypass a light. The city put up "local traffic only" signs, which of course didn't do anything. They also would send patrol cars occasionally to monitor traffic, radar, etc.

Most of the thru traffic was going about 10+ over the limit otherwise they wouldn't be trying to save themselves a few minutes going through a neighborhood.

It was a significant factor in why I eventually moved.
