You probably already know this, but it's because she clicks something in an app
That navigates her to a website. It pops up in her browser as a new tab. She may not even know it's a different app she's been navigated to. When she is done with whatever she needed on that website, she hits the home button, and along with her day she goes.

My wife had ~100 tabs open, and when I looked at them, more than half were the weather channel forecast for our town. Turns out, she's got a widget that she clicks on, it pulls up today's weather.

It WOULD be nice if there was an option to "close all tabs when browser is navigated away from" option.
