Glad he can go. I did find out that apparently you can fly back through Tijuana

Then you walk across the border. For me in San Diego that's simpler than for others since I'm almost home at that point, but anyone could then uber to the San Diego airport and take a domestic flight home. Good to know our borders are so porous for those theoretically too sick to travel!
