Yeah, they'd 100% be ahead of Big12 in pecking order at that point
Maybe not in on-field product, but in ability to poach from the Big 12. If the 4 were USC, Oregon, Washington and one of UCLA/Stanford, then it would be so clear cut. But Oregon is still a bigger name/attraction than any Big 12 team
