I personally prioritize living in beautiful places, for example, and I've more recently prioritized weather concerns. Nobody wants to be poor, either, whether personally or as a nation, but safety, health, freedom, etc. are important. For example, living in New Zealand seems not a bad nationality to be. Not at the top of any index, but high in all of them.
