even the playing field for small market teams. The problem is that in some cases it hurts the incumbent teams more than it does a team trying to poach a player. Big market teams seem to be nonchalant about the repeater tax. Whereas, a team like Minnesota has to think long and hard about re-signing one of their own players if it means becoming a repeat tax payer. Eliminating that risk for the incumbent will accomplish what they owners desired with the repeater tax.
