Utah plays five Pac-12 road games in even years and that allows them more flexibility to play in Provo in odd years. TH also said he believes BYU will continue playing an annual FCS opponent in most years. He also said he’s not sure about 7 home games but it could happen.

Therefore, I believe it is likely that BYU has 4 home and 5 road games in 2023 in Big 12 play because if you have an FCS game and Utah in Provo in an odd year AND you play five conference games in Provo that’s seven home games in most odd years and TH didn’t sound like seven home games would be the norm.
