I've lived in DC, California, driven a lot in and around NYC and many other

Major cities in the US... Utah county drivers on I-15 are the worst by far. Hands down the most inconsiderate. When they drive up through Idaho, they might as well be driving with their windows down and middle fingers hanging out, waiving at everyone they pass, just like Mr. Bean. Georgia and California drivers are next.
