If you're talking about probabilities, I think you're right.
Those schools are the most likely to accept the invite.
Washington and Oregon would bring the most value, without question. But I think they likely end up joining USC and UCLA.

If you are going to add 4 more to get to 16 then I think all four need to be former Pac 12. No BSU or SDSU
