Seems pretty straightforward to me.
ACC sitting under the constraints of an eternal GOR duration thereby having locked athletic programs both in and out of the conference, is watching the Big 12 about to make a move that will solidify the XII as the 3rd most powerful conference, calls up the PAC and gets involved to stop the process.
ACC has called up ESPN and the offices of the PAC and is openly brainstorming to come up with any financial combination of items that will stop PAC teams from entering the Big XII.
It is the manifestation of the only power play right now that the ACC has at its disposal.
So, PAC teams have stopped the presses and the "four corner" schools (AZ, ASU, Colo, U) have paused to see if they might have an alternate path.
I doubt that the ideas will move the needle enough to be worth more than a Big XII partial PAC acquisition, but the PAC teams want to survey their options particularly when they think so much of themselves relative to the Big XII.
Big XII really needs to get serious with media partners and options as well. It is a bidding war.
