That builds a bad foundation and invites future instability. I think you focus on getting the Arizona schools in first. Take that Phoenix market off the table and force them to backfill with MW teams. The ASU/AZ strategy might be more fruitful because they know they are most likely to get left behind. I would also grab CU if they are begging to join (anything to hurt the PAC’s potential TV value). It seems like those 3 would be most willing to move. That would really only leave the PAC the northwest market and bay area. TV numbers won’t be good. Oregon and Washington will have no choice but to sign a GORs.
