My wife had a similar experience
Last winter she interviewed for a management position well suited for her experience and degree. I'd say it would have stretched her some as she was more than qualified or experienced in about 80% of the job requirements. Interview went well, they loved her resume. She interviewed with the HR director and a district manager. My wife has worked part time in the organization for 10 years and it's a really small community. The district manager is a woman that my wife went to High School. It's someone she'd known for years. In the interview, this manager stated she was really tough to work with but my wife figured she could handle it. Well she didn't get hired and I think my wife was concerned enough about that 20% of work that she was somewhat relieved. Instead, they went with an outside hire. The guy they hired got far less than what was paid to the prior manager (like 40% less) but honestly, he could only do about 20% of the job requirements. The guy has a good attitude, easy to work with, but outside of some personnel skills, he is completely clueless on the technical stuff. He can barely put together a spread sheet. It was an absolute head scratcher - but as I mentioned my wife was glad she didn't get the job.

Fast forward 4 months, and they list a new job. It was precisely suited to everything my wife is skilled at. The starting salary? You guessed it, that 40% difference they saved hiring Mr. Niceguy. My wife looked at it, thought it was perfect but scoffed at the pay. She was right too, it was too low. She went through the interview process as a courtesy and hands down she was the most qualified internal applicant. However, when she interviewed, the district manager was awful and rude. Mr. Niceguy was desperate to hire my wife but this lady (his boss) was down right nasty. My wife walked out disappointed but glad to have it behind her. Five days later, she got an offer well above the starting salary. It just goes to show you that you just never know how or what interviewers are thinking.
