intended to quickly identify the D and get the ball to the guy that can best exploit the weakness. At 9-12 yards, which is pretty standard depth for a safety, it would be very, very easy to force the safety into coverage if the play was designed to do so.
A TE or WR can be in a safety's face in about 1-2 seconds (depending on whether or not he is bumped at the line)---force this coverage and there is plenty of time for a 2nd WR to go deep. It isn't hard to go deep on a cover 2 if you really want, but BYU doesn't do this a lot.
