In some ways it already is. Firstly, the base distribution is per school, so
the more schools you have the more you get. The bigger piece of the distribution is by who participates in the CFP/NY6, but then you have to remember who determines who gets to play in the CFP/NY6 - the CFP committee. And who determines the rules for how the CFP is structured/governed/etc.? The power conferences do. If the P5 has become the Super 2 plus P3 (or 2), then you can bet that whatever terms the B1G and SEC want (unless they are at odds with each other) will get passed/agreed. So yes, the strength of your conference very much determines what you end up with in playoff money.
