So, while it is different in the books, it is worth remembering that
The Shire is based on the English village where Tolkien spent some halcyon days, and was supposed to represent the timeless and serene pastoral life; it is one of the reasons that Hobbits have things like "second breakfasts" (remember, his readers were living with the rationing of World War 2, with the rationing and slaughter of World War 1 fresh on their minds). So yes, Tolkien would likely have approved of the idea that it was utterly untouched by war as an artistic license take.
