In many states they apply to used vehicles sold by dealers. It does in AZ for example. There is a list of essential
systems and if any of them fails within a certain time of purchase the dealer has to make it work.
Happened with a used van I bought from a dealer and the alternator gave out shortly after. Free replacement.
