There is no financial obstacles to be overcome for the B1G.
The Big 12 needs teams to make a decision and move.
The teams making a decision are holding out for more information regarding PAC media deals and potential Hail Mary's from the B1G and SEC. If CU/Utah/ASU think there is even a 1% of those conferences calling, then they aren't going to want to jump before that happens. Someone will be very disappointed.
Arizona doesn't want to move alone.
So we are in a holding pattern. Barring a B1G expansion notice, I think we see someone from the 4C blink and make the move with Arizona. Someone is going to decide that the risk of being left out balanced against the chance of getting a B1G invite is not going to likely payoff. At that point, the PAC is done. I'm guessing that it could ASU or Utah who blinks first and moves with Arizona, they are or would be in duplicate markets. So while there is a desire to make these additions NOW, those options might not be open in the future.
