First, the result of the play was a touchdown so it really didn't matter. None the less refs flags on TDs all the time, as they should. After all of upon video review the TD is overturned then an penalty could and would be informed.

Second, maybe because the defender actually makes the tackle on Jaren, it isn't considered blocking below the waist. I would like to see the rule to determine if it could be interpreted that way.
