No, players have to be, and I quote, "stationary AND inside the tackle box" also only applies to lineman.

I don't recall what position Wake was lined up on for that play but if he lined up as a TE then he cannot block

Rule is between the tackle box and done by a lineman. Wake is not a lineman.
