I don't recall what position Wake was lined up on for that play but if he lined up as a TE then he cannot block
below the waist even inside the tackle box.
That would also apply if he (or any other player) were in motion such as a jet sweep.

No, players have to be, and I quote, "stationary AND inside the tackle box" also only applies to lineman.
