Honest question... if that were the endzone and he extended past, it would be a
touchdown--because once it crosses the plane the play is over.
But, it isn't the endzone. He extended out AND retracted his arm on his own. How does forward progress work there?

I believe the rules are that is not a forward progress play, so the ball is placed where it is when he is ruled down.

That’s why you can’t judge based on the camera behind the play. The camera angle on the line showed it wasn’t close

Yeah, the rules expert on the telecast confirmed it was not a forward progress play and he retracted before he was down.
