is refs getting together and discussing some calls and having the power to pick up a flag that just doesn't make sense. You are seeing it more but I think the rules, at times, don't allow them to pick up flags. A perfect example would be the call after the batted pass that should have immediately been blown dead but continued and resulted in a BYU penalty. Refs should be able to get together and discuss and realize that they should've blown the play dead so the penalty was irrelevant. Even the Hill dancing penalty. If refs were allowed to, it would be good together and discuss and see if the collective group of officials feel that it was egregious enough to be a penalty.
