I don't think this is insurance fraud. To commit insurance fraud, you have to
deceive the insurance company to obtain money. The insurance adjuster has evaluated your damage and determined that your damage is 21,500.00. If you just replace part of the floor, you will very likely be able to tell. If you watch flooring be installed, usually all the planks are mixed up first.

If you want to run the risk of having mixed up flooring in your house, you can do that by not replacing everything, you can do that. Instead of repairing, you are taking your insurance payout (something you are contractually entitled to receive).

Just my opinion though.
