That would be premature. Sauron first tried to orchestrate the downfall of Numenor using the Rings of power. He gave 3 of them to powerful Numenorean nobles. When that didn't work he tried to wage war and was soundly defeated. Then he tried and succeeded in decieving Ar-Pharazon and the Numenorean into turning on the Valar.

If Sauron was trying to get Numenor, impersonating human and floating on a raft is probably a bad way to go about it. Besides the fact he has no guarantee of being found by Numenoreans, they would be unlikely to take him seriously enough that he could have a significant impact on their society. Afterall, he's just some normal human, and many Numenorean's looked down on them.
