Generally speaking, yes. Most of the time when a QB gets drafted as high as Zach
did, it is to a team that sucks, like the Jets do. GMs and coaches know that.
One exception to the rule would be if the coaches and gm all get fired and they want to go with a fresh start.

NFL is good at identifying talent. Exposure/P5 nice, but not necessary. Quick count shows 7 of 32 starters non-P5.
