For me, there's 7 categories
Tier 1: Clear, young stud QBs to build around long term (6)
- Bills (Josh Allen)
- Chargers (Justin Herbert)
- Bengals (Joe Burrow)
- Chiefs (Patrick Mahomes)
- Browns (Deshaun Watson) *on-field only
- Ravens (Lamar Jackson)
Tier 2: No doubt franchise QBs, but age is a concern (5)
- Bucs (Brady)
- Packers (Rodgers)
- Rams (Stafford)
- Broncos (R Wilson)
- Raiders (Carr) — he shouldn't really be in this tier, but he's an enigma in that he's almost exactly between all of Tiers 1, 2, 3, and 4
Tier 3: Young guy who we're almost certain ... Well, pretty certain that he is a franchise QB (2)
- Cardinals (Kyler)
- Cowboys (Dak)
Tier 4: Alex Smith and Andy Dalton types that we give the big money and build around, but really we secretly (or not so secretly) want more (2)
- Vikings (Kirk Cousins)
- Titans (Ryan Tannehill)
Tier 5: Young QBs figuring out if they're franchise QBs (11) (some of these are in danger of upgrading to Tier 3, others will end up with their team in Tier 7)
- Eagles (Jalen Hurts)
- Dolphins (Tua)
- Jags (Lawrence)
- Jets (Z Wilson)
- 49ers (Lance)
- Bears (Fields)
- Patriots (Jones)
- Texans (Mills)
- Steelers (Pickett)
- Falcons (Ridder)
- Titans (Willis)
Tier 6: Adequate stopgap vet, but currently it's a bridge to nowhere (3) (functionally this category is close to Tier 4. But the young guns generally fall in between the two)
- Saints (Jameis Winston)
- Lions (Jared Goff)
- 49ers (Jimmy Garoppolo)
Tier 7: No answers now, but also no long-term hopes (5)
- Commanders (Carson Wentz)
- Seahawks (Drew Lock)
- Colts (Matt Ryan)
- Giants (Daniel Jones)
- Panthers (Baker Mayfield / Sam Darnold)
I'd say anyone in the top 3 tiers is a franchise guy so I get 13
