I think the problem is, what does, "one is too many" even mean?
Does it mean we all feel sad that anyone ends up doing that? Definitely agree.
Does it mean we have to dedicate all resources so that it never happens again, and the number is zero? There's a give and take, we can't solve all problems. Even if that was the goal, we'll never reach it.
Probably better ways to say that, but.
