And the players know they can hold and push precisely because the penalty for calling a foul is so high.
A penalty could be called on every corner kick, and many times one is called on the offense for pushing or holding. Funny that. The defense never holds or pushes on a corner? Or is it the official will never call a defensive foul on a corner?
