My recommendation would be the Rockwell 2c. Excellent razor for the money, lifetime warranty, and virtually impossible to cut yourself on setting 1 (with setting 3 that you can grow into as well, should you ever desire a closer shave).

Even on setting 3, it’s a mild enough shave that it’s what I use on my chest and body in the shower.

The Edwin Jaeger DE89 is also a great razor, but I seem to remember the occasional cut/nick with that one before I gave it away. I haven’t experienced as many cuts/nicks with the Rockwell 2c.
