I don't know which is safest now but parents of our missionaries sent things
via US Mail, FedEx or DHL. This was 5-6 years ago but, actually, the US Mail then was the most reliable and safest method. FedEx was 2nd but sometimes had customs issues. Over half of items sent were caught up in customs with DHL or were never delivered.

A couple of years before that, FedEx was best and US Mail was the worst.

Unfortunately, there does not appear to be a "this is always the best way" answer but if others are using FedEx with success now, that is probably the best bet.
