1. UCLA. It's probably all grandstanding and theatrics at this point, but UCLA does have to wait until December 14th. They'll get lectured and told they will be closely watched or some such malarkey, but they'll ultimately be in the BIG 10.
2. Kliavkoff doesn't want to deal with the fact that Oregon and UW, who are publicly in touch with the BIG 10, will not be signing a typical GOR. When they don't sign at all or without substantial concessions, the Pac-12 loses the temporary peer status with the Big 12 and ACC that it has been clinging to. There's no way Oregon and UW sign without large and well defined exits available. It's to his benefit that this drags out, and he'll milk that as long as he can.
